Brief description of the incident
Voters being given money to vote for the incumbent. This was happening away from the polling station and relays made with agents in the polling station who would either 1. Be called in as witnesses on assisted voters so they know the choices - hence authorise final payment 2. Surreptitiously ascertain conformity of the voter
